Increase traffic to his site. Empty Increase traffic to his site.

This man has a frame site. He wanted to hire someone to build a mini-site. Whenever a customers click the buy now button on this mini-site. This would take them to the pop up window in front of his front site. His site does not rank very well. He counted on the mini-site to increase the traffic. My question is why do you think he wanted this way?
