Flaky skin whilst wearing foundation?

I have a combination skin & do not have a problem with dry flaky areas on my face, until I apply foundation, I have tried different types of foundation ie liquid ect, and I seem to get flaky skin around my nose and in between my eyes where my eye brows are. I have used a primer and moistured before apply foundation, but I stil have the problem.
