Is the CTR passed on when you change the CPC for adwords? Empty Is the CTR passed on when you change the CPC for adwords?

I was wondering if anyone has had any experience is changing the CPC of adwords and the CTR still being in effect?
If a cheap ad has a high click through rate and the CPC is increased will the ad appear above the organic or will there be a time delay with the new cost?
